Abstract
There is no doubt that the Constitution of February 18, 2006, mandated the expansion from 11 provinces to 25 provinces plus the city of Kinshasa. This expansion required certain provinces, including Bandundu, to be divided into three. Among these three new provinces is Kwango Province, for which leaders and administrators have a duty to consider its development.
Therefore, the aim of this study is to establish the relationship between public management and the sustainable development of a new province. In other words, we examine, through the actions taken by state and non-state actors, the effectiveness of sustainable development in Kwango Province. The aim, of course, is to analyze the respective contributions of state and non-state actors to the sustainable development process of the aforementioned province and to propose some solutions through public-private partnerships to achieve this development.
